No. There are two classes of IP telephone systems: (1) IP
only , and (2) Hybrid IP systems.

In IP only systems, all telephones must be connected
by the data network.

In Hybrid systems, you can connect telephones either
by the data network, or by a traditional “wire” telephone
circuit. In certain environments, the ability to use
existing traditional circuits can reduce initial costs and
simplify installation.
Also, where multiple locations need to be networked
together, there are differences between how transparent the
systems are to each other. The less transparent, the fewer
features and functions that will work between locations.
