Strategic planning is the most critical. Mistakes at
this level cannot be corrected without significant
cost in terms of both time and money.

Short-range and Operational planning are at the
mercy of unexpected events. Consequently,
adjustments to both are often required.

But, as long as the Strategic element can be held
constant, these adjustments to short-term and
operational elements will not derail the plan.
